Upper House Speaker of Russian Parliament Signals Signals Weakening of U.S. Adoption Ban

One day after the European Court of Human Rights awarded compensation to U.S. adoptive parents for halting adoptions of Russian children and banning adoption by U.S. families, the Upper House Speaker of the Russian Parliament signaled that it was possible that the ban could be lifted if the U.S. would guarantee the health and safety of Russian children adopted by families in the United States according to this article.

European Court of Human Rights Orders Russia to Pay Damages to 45 Americans After Russia Halted 259 Adoptions

According to this article, Russia was ordered to compensate 45 Americans – consisting of singles and couples – after Russia halted their adoptions of Russian children.  Shortly after the United States enacted the Magnitsky Act, Russia retaliated by banning U.S. families from adopting Russian children. Forty-five Americans were in the process of adopting when the ban was enacted.  They brought their claims to the European Court of Human Rights which yesterday ordered Russia to financially compensate the families.  Russia has stated it will appeal.

Britain Debating Legislation Similar to US Magnitsky Legislation to Punish Russia

Legislation honoring Sergei Magnitsky in the United States was designed to allow for visa restrictions and asset freezes over connected Russian officials in response to the death of an attorney in Russia, Sergei Magnitsky, who was believed to have been tortured and killed in prison soon after he alleged corruption by government officials.  In retaliation to the US legislation restricting rights of connected Russian officials, Russia banned adoption of Russian children by adoptive parents from the United States.  Now, according to this report, Britain may also be considering legislation similar to the legislation in the United States honoring Magnitsky by punishing connected Russian officials with visa restrictions, asset freezes, and other restrictions.
